Tokitarou is the childhood name of the legendary Japanese artist Katsushika Hokusai. In the Fate series, Hokusai manifests as an octopus-like familiar accompanying his daughter, Oei, who acts as the primary vessel for their combined Foreigner-class Servant spirit. Together, they wield peerless brushwork and the power of an eldritch god to create art that transcends the boundaries of the physical world.
